States should be carried along in Monitoring NV2020 blueprint, says Group
Abuja, August 31 - The Working Group charged with the responsibility of fashioning a Monitoring and Evaluation
(M&E) framework for the NV20:2020 blueprint has recommended the need to involve States in the process since
their performance on the blueprint would also be monitored.
States were involved in the Visioning process through presentations and validation of their own vision documents,
whilst one state from each of the six geo-political zones was selected to participate at the report harmonisation
stage.
The Federal Capital Territory and 34 States have so far submitted their individual draft Vision reports, out of
which 25 have submmited their final reports. Only Katsina and Edo are yet to submit any report.
The Group also recommended the need to ''reward'' high performing states, in terms of implementation of their
Vision blueprints, with federally-funded programmes.
After an assessment of current templates used by Ministries for Monitoring and evaluation, the Group
would develop the necessary scorecards to monitor projects at country, state and ministerial levels.
Other key preliminary recommendations by the Group included:
The need for M&E budgets to be built into the projects so as to forestall virement and ensure that the money
would be available when needed The need for Ministries, Departments and Agencies (MDAs) to have clearly identified M&E units
The need for the National Planning Commission to coordinate M&E processes in the country
Because of the importance of data to national development, the Committee also recommended the need for the National
Bureau of Statistics (NBS) to be centrally funded with a dedicated budget to facilitate its being the central source of
data for the country.
The Committee took time off to visit the NBS to view its web portal and how it delivers service to its various clientele.
Membership of the Committee, which was drawn from major Federal agencies that carried out some form of M&E, included
the Budget Office of the Federation, Economic Affairs Department of the Office of the Secretary to the Government of the
Federation, National Assembly Service Commission,NAPEP, The Millenium Development Goals (MDGs) Office, the Bureau for
Public Service Reforms, Ministry of Justice, NBS and the National Planning Commission.
