NPC,Stakeholders to validate NV20:2020 blueprint Sept.24
Abuja, September, 2009: The National Planning Commission (NPC), which has been mandated to fashion out an economic
blueprint for the nation, has completed arrangements for a one-day retreat on Sept.24 for Ministers, members of the Steering
Committee and other major stakeholders, to validate the draft report ahead of its launch by President Umaru Musa YarAdua
in October.
The validation stage, which began with presentations to the Economic Management Team headed by the Minister of Finance
on Sept.10, was followed by a similar presentation on Sept. 17 to the National Council on the Vision, the highest decision making
body on the Vision chaired by the President.
Under the process, similar presentations would also be made to the National Economic Council (NEC) comprising state governors,
the National Assembly and finally the Federal Executive Council (FEC).
The Minister of National Planning, Dr. Shamsuddeen Usman explained to journalists after the presentation to the National Council
on the Vision that because the NEC had shifted its meeting to the first week in October and the National Assembly was not likely
to resume until about the same time,NPC had resolved to suggest a shift in the launch date for the report to the middle of October.
''Most of the work has been done and we are happy with the way document is being produced'', Usman said, stressing that the
earlier launch date of 1st October, 2009, had to be shifted to ensure that the two key stakeholders, the NEC and the NASS were
carried along before the document is given a final nod by the FEC.
He cited the NV20:2020 process as the most wide-ranging consultative process ever underatken in the history of the country and
that the draft document would be made public on the NPC website to be accessed by all Nigerians so that they would have the
opportunity to criticise it further and make input, thereby laying an inalienable claim to it as a document of Nigerians and not just
of an administration.
As part of the process, he explained that over 800 Nigerians were involved in the work of the National Technical Working Groups
(NTWGs) that covered 29 thematic areas, and no fewer that 500 others were involved under the engagement with 12 Special
Interest Groups (SIGs).
Usman clearly expressed his delight at the participation of all states in the Visioning process, saying that reports had been received
from 35 out of the 36 states and the FCT, whilst the engagement with federal Ministries, Departsments and Agencies (MDAs) had
produced no fewer than 40 reports with an additional 80- memoranda received from members of the public.
Answering reporters' questions, Usman said the key difference between the Nv20:2020 process and that of Vision 2010, was that
efforts had been made to not only consult widely, but also fashion out a detailed implementation framework, including a framework
for Monitoring and Evaluation,and developed tentative legislations that would be required from the National Assembly that would make
the Vision document binding on successive administrations for implementation.
